Course Presentation Not Showing Comments

I can add comments to a slide in the Course Presentation object but they do not show up when the user clicks Show Solutions

If I click Always Display Comments then the slide appears with a small? question mark whereby you click and you see the comments.  I would like the comments to only show when the user clicks Show Solutions on the Summary slide. The notation read that comments are shown only when the user clicks show answers for all slides, but this does not seem to work.  Maybe I'm missing something?
