Help for a non-tech person

Hello!

I hope it's OK to post this here. I am completely clueless when it comes to computers/tech. I work in healthcare, and am trying to create an interactive map of services. A number of hospitals would be mapped. Hovering over a hospital would open a window with more information. It would ideally then be possible to click on points in this window to expand further. I suppose just a basic map with option to expand each point - and then further expand in layers. I hope this makes sense.

I looked at Game Map, but I don't want it to have locked featues. Is there a content type that would support this? And can an idiot (me) use it?
