This usually happens if server traffic is high for H5P.org. A workaround is to download the sample contents and upload them in Moodle. By doing so it will install the libraries needed to use those content types.

In particular you should check your server's (PHP) error log as the message that you received told you - that's where relevant information is that can help to track down the issue. Or check what error code 503 means and what might cause your server to report it.
