H5P package that can't be extended

I have an web page (just HTML5/CSS/JS) that has educational value, but would not be extensible (not a template).  Would it be to create an H5P package for this?  Here is a screen shot.

Hi papi Jo,

I assume that your game is a template and a content author can substitute other images to drag and drop (if I am wrong please correct me).

My game is not a template and doesn't accomodate further customization.  It still has educational value, but is it an H5P package?

I assume that your game is a template that can be customized by a content author (e.g. substitue different images for apples, worms, etc.).

My game is not a template, it's just a game.  Can is still be an H5P package?
