drag and drop - field not accepting wrong answers

I've now figured this out after many hours. I understand now that by selecting all the drop zones for a label, I'm saying that the label can be placed on any of the dropzones. If I only select one dropzone, the label will be rejected from all others and be moved back to the starting position. The correct answer is selected in the drop zone settings, not the label settings.

In a drag and drop type, I am dragging text onto boxes. I want the boxes to accept incorrect answers. Instead, if the answer is incorrect the text floats back to the starting position. I want them to fill out every box, then check to see which they got right. Is this a bug or am I missing a setting somewhere. I've tried different settings but can't get the behavior I want.
