Hi yayaxueyu,

Can you try to download and upload in Moodle the sample content here.

If that doesn't work there are 2 things that you can try: 

  1. Change the upload size: https://docs.moodle.org/22/en/Administration_FAQ#How_to_change_upload_file_size_on_a_Windows_localhost
  2. Change the maximum execution time: https://docs.moodle.org/22/en/Administration_FAQ#How_to_change_the_maximum_execution_time

If these does not resolve the issue please enable Moodle's debugging mode by following these steps: https://docs.moodle.org/38/en/Debugging#Enabling_debugging. This should provide more details on what is causing the issue.
