Solved - Just if somebody finds this two years later
I had the same error. It happened after I upgraded from Moodle 3.83 to 3.93. I had H5P installed on the old version and after the upgrade it seems to have clashed with the intergrated H5P stuff in 3.93. I uninstalled the old H5P module and the error was fixed.

I updgraded from 3.8 to 3.9. Since I had H5P installed already on 3.8 it seems to have clashed with the built-in H5P stuff after the upgrade to 3.9. I uninstalled THE OLD H5P and error disappeared.
Thanks
Peter
