Interactive video error "video format not supported"

We have an issue with our interactive videos on Moodle:  

1] Platform and version number. E.g. Drupal, Wordpress, Moodle.

Moodle 4.0.4 (Build: 20220912)

Uses videos hosted on Vimeo

2] Mobile or Desktop

Desktop and Mobile

3] Browser: Chrome, Firefox, Safari etc

Safari, Chrome, Firefox on MacOS, 

duckduckgo on iOS.

4] H5P plugin version

no moodle plugin in v4

5]H5P content type and version (if a content type was used), and a sample URL or attached H5P.

interactive video.  

Interactive-video-18 produces the error but Interactive-video-53 does not produce the error.  

They share commonalities such as source of video, hosting etc.

6] Any browser console errors

Failed to create a remote object proxy using an existing context for extension (<private>) with reason ExtensionConnectionReasonToolbarItemValidation, Error Domain=NSCocoaErrorDomain Code=4099 "Couldn’t communicate with a helper application.")

7] Any PHP errors

8] Screenshots if it's a visual problem

9] Any recent changes to the environment (new plugins/modules, updates, configuration changes etc.)
