It would be useful to be able to include downloadable documents as an interaction in the interactive video. This would allow templates or proformas to be downloaded by students as/after discussing their use in the video itself.

This is a very helpful not only in providing interactive contents but also giving the teachers an avenue to provide additional materials.

Thanks for your idea. I am not sure if I understand it correctly. Are you looking for a way to incorporate documents into the H5P content type? I wonder because you can already use links in interactive videos, and providing them below a video within the host system or using some other content types with H5P.Columns would already work, too.
